I have another way to resize pictures and this software is called PIXresizer. I used this freeware for more than a year now and this is what I used when I just want to plainly resize the pictures. It can support BMP, GIF, JPEG, PNG and TIFF file format. You can resize a single picture and group of pictures. The interface is easy as 1-2-3.
